 Ineligible Fees
Impact Fund transactions should not contain ineligible fees as described in section 5.06 Ineligible Costs of the Impact Fund Procedural Manual. Administrators that would like to charge fees in addition to the administration fee or developer fee must first request authorization by submitting the Change Request Form located on the Partner Portal.
Ineligible fees are categorized as profit, overhead, wages, benefits and other compensation to the Administrator, Processing Entity, or other entity affiliated with the Administrator or Processing Entity outside of a Minnesota Housing approved Administration Fee or Developer Fee, unless such costs have been approved in writing by Minnesota Housing.
Ineligible fees include, but are not limited to, real estate commissions, facilitation fees, additional administration fees, general contractor fees and more.
Ineligible Fees in Requests for Funds Submissions
Ineligible fees cause significant delay in processing disbursement requests, both for the request with the ineligible fee and for other requests in the disbursement queue.
Pending disbursement requests with ineligible fees—and disbursement requests with ineligible fees received through July 10, 2026—will be paid minus the ineligible fee amount. If administrators subsequently request and receive authorization to charge the fee, they may submit an additional disbursement request for the difference.
Minnesota Housing is considering a policy decision regarding ineligible fees in future disbursement requests and is seeking Administrator feedback.
Which of the following options would you prefer:
- That we pay disbursement requests that have ineligible fees minus the ineligible fee amount as described above. If administrators subsequently request and receive authorization to charge the fee, they may submit an additional disbursement request for the difference.
- That we deny disbursements with ineligible fees so that administrators can send a fee authorization request, then have Administrators either
- resubmit the disbursement request if the fee authorization is approved, or
- submit a revised request if the waiver is denied

The Impact Fund team will evaluate responses and follow up by July 10, 2026 with an eNews to Administrators.
